    SUMMARY OF POSITION 

    This is a Cares Act grant funded position in response to COVID-19. The position is currently time limited to the end of September 2021 with the hope to make it long term and sustainable. 

    Longmont Targeted Homeless Engagement & Referral Effort, (LTHERE) is a partnership between TGTHR and City of Longmont. The Street Outreach Specialist represents TGTHR in the community through street outreach and community engagement. The Street Outreach Specialist will be part of a three-person team, including an Outreach Coordinator with lived experience and a mental health professional. The goal of this outreach program is to connect people experiencing homelessness with basic needs, and health supplies, coordinated entry, housing navigation and information about the resources in the community. The outreach worker is a 40-hour hour per week position. 

    PRIMARY RESPONSIBILITIES 

    ● Commitment to building a culture of mutual accountability, liberation, and respect. Adherence to TGTHR's core values of justice, equity, diversity and inclusion. 

    Street Outreach: 

    Conduct street outreach as part of the outreach team four hours per day, five days per week in predetermined locations throughout the City of Longmont. The team will engage all persons presumed to be experiencing homelessness. Engagement interactions will include: 

    ● Engage and build relationships with persons experiencing homelessness for future connection to housing or services. 

    ● Create and maintain a safe, trauma-informed environment on the street. 

    ● Maintain appropriate professional boundaries. 

    ● Maintain consistent implementation of program expectations. 

    ● Educate persons on all applicable public health order compliance measures. This may include distribution of masks or conducting basic health screenings (including taking temperatures). If a person is deemed to be symptomatic of COVID-19, the engagement team will contact the COVID-19 Recovery Center (CRC) for transport of the individual to the CRC for respite care and testing. On occasion, the team may be accompanied by Boulder County Public Health staff members for Hepatitis A or other health interventions. 

    ● Connect persons experiencing homelessness to Coordinated Entry and other resources such as mental health services, food pantries, clinics, etc. 

    ● Encourage compliance with public health orders and conduct screening and referral to respite centers, where necessary and appropriate. 

    ● Provide year-round street outreach – rain or snow or shine – in the City of Longmont County Monday through Friday.

    ● Responsible for fidelity of services on street outreach in accordance with outreach program and identify best practices, including adapting the program to fit the needs of the community, youth and adults. 

    ● Maintain street outreach inventory. 

    ● Create and provide street-based case management. 

    ● Collect street outreach data to support outcome measures and data for grant reports and program development, in collaboration with Street Outreach Manager. 

    ●  Provide timely feedback. 

    PROFESSIONAL QUALIFICATIONS 

    Required: 

    ● Experience and knowledge of social justice issues, especially the intersection of youth homelessness and race, gender, sexuality, ability, immigration, and socioeconomics. 

    ● Minimum of 21 years of age 

    ● Must be able to pass a background check in accordance with local, state, and federal laws. 

    ● A minimum of 2 years of experience working with vulnerable populations. 

    ● Be accepting of a variety of lifestyles, behaviors, cultural and spiritual practices. 

    ● Strong verbal and written communication skills with an ability to create meaningful and positive relationships in a short period of time. 

    ● Exhibit a high degree of professionalism. 

    ● Ability to model and maintain clear professional boundaries. 

    ● Self-motivated, self-directed, and manage time effectively. 

    ● Mission-driven and able and willing to learn and incorporate agency philosophy into service delivery. 

    ● Comfortable working with Microsoft applications and gSuite. 

    ● Model and perform crisis intervention and de-escalation tools as needed. 

    Preferred: 

    ● Ideal candidate will either be a current resident of Longmont or have long-term professional experience working in the Longmont community. 

    ● Experience working with vulnerable, underrepresented youth. 

    ● Previous Street Outreach experience. 

    ● Bachelor’s degree 

    ● Experience using Salesforce 

    ● Experience using HMIS database (Homeless Management Information System) 

    SPECIAL POSITION REQUIREMENTS 

    ● Must have a valid driver’s license, and an ability to obtain a CO license. 

    ● Must have a reliable mode of transportation to get to outreach locations.

    ● Experience in public speaking. 

    ● Ability to lift and carry objects of moderate weight. 

    ● Ability to lift, bend, stoop, kneel, crouch, push and other strenuous activities. 

    ● Ability to be mobile around the community, interacting with others.

    Salary Range: $20-$21 per hour
